New Rules for Classic Car Imports

The Specialist and Enthusiast Vehicle Scheme (SEVS) has undergone an overhaul, with the new scheme allowing enthusiasts to import a wider range of makes, models and variants.

The Road Vehicle Standards (RVS) legislation is replacing the Motor Vehicle Standards Act 1989 (MVSA) to implement the Australian Government’s reforms to the regulatory framework for the safety, environmental and anti-theft performance of all road vehicles being provided to the Australian market for the first time – both new and used. There are new rules which will be advantageous to classic car importers and enthusiasts.

Authorities have committed to work with all affected stakeholders to agree on and set a new commencement date for the legislation, which will be no later than 01 July 2021. Meanwhile they are implementing a range of measures to minimise the negative impact of the postponement on affected stakeholders. This entails enabling access to specialist, enthusiast and older vehicles (vehicles older than 25 years old) that would been available under the RVS legislation had it commenced on time. These interim arrangements began on 10 December 2019 and continue until commencement of the RVS legislation.

The Specialist and Enthusiast Vehicle Scheme (SEVS) has undergone a major overhaul, with the new scheme ensuring that enthusiasts can now import a far greater range of makes, models and variants. For the first time, left-hand drive rare and exotic vehicles can now be complied for use on Australia roads. A new vehicle category gives enthusiasts far greater access to EVs and hybrid vehicles.

Previously-ineligible variants of existing models sold new in Australia can now be imported, providing they meet the new SEVS criteria. The new scheme is more robust, with every vehicle imported now undergoing a third-party physical inspection and provenance verification process prior to approval for road use in Australia.

Also the rolling "25-year rule" replaces the pre-1989 rule as the threshold for classic vehicles. In effect, classic car enthusiasts now have access to any vehicles that are twenty-five years or older, opening up vehicles manufactured in or before 1994.
